NDFP to Aquino: Ask Deles, Llamas

THE NATIONAL DEMOCRATIC FRONT OF THE PHILIPPINES (NDFP) dared President Benigno Aquino III to ask his peace adviser Teresita Deles and political adviser Ronald Llamas why he did not receive reports on the informal talks between his government and the revolutionary group.

Asked to respond to a Philippine Daily Inquirer article published today that quoted Aquino saying he did not formally receive the reports, NDFP negotiator Fidel Agcaoili said Aquino should ask his advisers about the informal talks that happened in 2012 and not in 2011.

Left ‘guardedly optimistic’ on Duterte

CPP’s 47th anniversary celebs in Kitcharao, Agusan del Norte

Ka Edroy, political officer of the New People’s Army’s Guerrilla Front 16 in Agusan del Norte, was among the leaders of today’s public celebration of the Communist Party of the Philippines’ 47th anniversary.

About three thousand supporters and invitees braved the difficult terrain, intermittent rains and Philippine Army checkpoints to attend one of the rebels’ year’s biggest events.

The CPP and the NPA condemned threats made by the paramilitary group Magahat through one of its leaders Loloy Tejero earlier they will kill journalists who will cover the event.

“The fact that it was the Philippine Information Agency which spread the criminal threat against journalists by the bandit group Magahat shows that they are working together on this,” the guerrilla said.

He also condemned the AFP for putting up checkpoints on roads leading to the celebration site.

“They violate their own ceasefire declarations, because they should stay inside their camps and let the people attend our celebrations,” Edroy said.
The event ended at two o’clock with much singing led by the guerrillas themselves.

1. Sa pangkalahatan, ano po ang palagay ninyo sa mga eleksyong itinatanghal ng kasalukuyang naghaharing sistema? Tinutulutan ba nito ang pagpapahayag ng kapasiyahang pampulitika ng mga mamamayan at nagbubunga ba ito ng paghalal ng mga opisyal na lulutas sa mga suliranin ng mga mamamayan? Maiiba ba ang 2016 na eleksyong presidensyal sa mga nakaraang halalan?

JMS: Ang mga eleksyong itinatanghal ng kasalukuyang naghaharing sistema ng malalaking komprador at panginoong maylupa na masunurin sa imperyalismong US ay hindi lubusang nagpapahayag ng kapasiyahan ng mga mamamayan at hindi rin nakakapaghalal ng mga opisyal na makakapaglutas sa mga saligang suliraning kaugnay ng paghaharing dayuhan, lokal na pyudalismo at burukrata kapitalismo

Dominado ang mga eleksyon ng mga pampulitikang personalidad at partido na kinatawan ng malalaking komprador at panginoong maylupa, at sa totoo nagpupwera sa mga makabayan at progresibong kinatawan ng mga manggagawa at magsasaka. Kabilang sa mga paraang pampwera ang pagmamatyag at iba pang pananakot ng pulis at militar; mga kampanya ng paninira sa mga pahayagan, iskwelahan at simbahan; kakulangan sa perang pangkampanya; at pagmanipula sa sistema sa pagboboto sa halalan, elektroniko man ito o hindi.

Tiyak na hindi maiiba ang darating na eleksyong presidensyal sa mga nakaraang halalan at maiiiba lamang ito sa ilang aspeto, gaya ng wala pang katulad sa laki ng pondong publiko sa pangangampanya at panunuhol sa mga lokal na opisyal; at antemanong pagprograma ng resulta ng eletronikong sistema para sa eleksyon. Kung gayon, maraming kinakabahan na si Mar Roxas ang mananalo bilang presidente sa pamamagitan ng pandaraya. Tanyag ang mapang-uyam na pagyayabang ni Aquino na ang tanging kailangan ay likhain ang ilusyon na umarangkada siya pataas sa poll survey at bahala na ang mga mekanismo sa pandaraya sa eleksyon.

2. Itinataguyod pa ba ng Partido Komunista ng Pilipinas (PKP) ang patakarang ituring ang eleksyon bilang komedyang di-makatotohanan at hindi nag-eendorso ng alinman sa mga partido at kandidato? Gayunman, bakit nais ng ilangmga partido at kandidato na makuha ang pahiwatig o hayag na endorso ng PKP at ninyo bilang pangulong tagapagtatag ng PKP?

JMS: Ipinapakita ng lahat ng mga pahayag at publikasyon ng Partido Komunista ng Pilipinas tungkol sa mga eleksyon na itinuturing ng rebolusyonaryong partidong ito ng uring manggagawa na komedyang di makatotohanan ang eleksyong itinatanghal ng mga reaksyonaryong uri para likhain ang ilusyon ng demokrasya at linlangin ang mamamayan.

Hindi lumalahok ang partido sa mga ganitong eleksyon at hindi rin nag-eendorso sa mga reaksyonaryong partido at kandidato at kahit na sa makabayan at progresibong maliliit na partido na puedeng tatakang komunista ng kanilang mga kalaban.

Ilang partido at kandidato ang aktibong nagnanais ng lantad o lihim na endorso ng PKP dahil sa malaking rebolusyonaryong baseng masa nito. Itinuturing nilang higit na malaki pa ang baseng ito kaysa mga botanteng kasapian ng Iglesia ni Kristo. Sa totoo, ang baseng masa ng PKP kung mahihikayat sa batayang nagkakaisang hanay, ay maaring maging mas malaki pang swing vote na pabor o kontra sa alinmang partido o kandidato.

Kung minsan, may mga partido at kandidato na nagnanais na kunin ang aking endorso o pagsuporta dahil sa aking makasaysayang panunungkulan bilang pangulong tagapagtatag ng PKP. Subalit ang PKP at mga namumunong organo nito ang siyang nagpapasiya tungkol sa mga eleksyon at sa paglalapat ng patakarang nagkakaisang hanay. Laging maingat at maayos kong sinasabi na hindi ako bilang indibidwal kundi ang PKP ang siyang nagpapasiya . Gayunman, bilang indibidwal, malaya akong nagpapahayag tungkol sa eleksyon nang hindi nagsasalita para sa PKP o alinmang ibang organisasyon.

On Peace Talks

1. Ano po ang masasabi ninyo sa patuloy na paghahanap at paghuli sa mga NDFP Peace Consultants ng gubyernong Aquino, kagaya ng pag-aresto at pagditene kay Maria Concepcion Araneta-Bocala, isang JASIG holder mula sa Panay nitong August 1?

JMS: Walanghiya talaga ang rehimeng Aquino at mga alipuris nitong militar. Wala silang respeto sa Joint Agreement on Safety and Immunity Guarantees kung saan nakasaad na huwag manmanan, huwag arestuhin at huwag ibilanggo ang mga consultants ng NDFP. May document of identification si Kasamang Concepcion Araneta-Bocala bilang patunay na may safety and immunity guarantees. Dapat hindi siya minanmanan, hinuli at ibinilanggo.

2. Marami din pong nakapansin na walang sinabi si Pnoy sa kanyang huling SONA hinggil sa usapang pangkapayapaan sa pagitan ng GPH at NDFP. Ano po ang komento ninyo dito?

JMS: Palatandaan ito na walang interes si Aquino sa peace negotiations sa pagitan ng GPH at NDFP. Wala namang interes si Aquino sa pagiging presidente kundi manilbihan sa kanyang mga bos na Kano at mga kapwa niyang malalaking komprador at asendero, lalong magpayaman sa pangungurakot bilang pork barrel king at manupil sa mga makayaban at progresibong pwersa.

3. Parang lumiliit na rin po ang pag-asa sa natitirang panahon ni Pnoy sa Malacañang para sa muling paghaharap ng GPH at NDFP, ano po ang epekto nito sa NDFP?

JMS: Totoong maliit na ang panahon para magharap ang mga negotiating panel ng GPH at NDFP. Sa tingin ng NDFP, mas mabuti pang hintayin ang susunod na presidente. Kung intelihente at hindi kasingbobo ni Aquino, makikipagnegotiate dahil lalala ang krisis ng sistemang mundial ng kapitalismo at ng lokal na naghaharing sistema at dahil lalong lalakas at lalawak pa ang mga pwersang rebolusyonaryo sa darating na taon.

4. Sa inyong pananaw ano rin po ang epekto ng pagpatay kay Kumander Parago o Leoncio Pitao sa buong rebolusyonaryong kilusan sa ilalim ng CPP?

JMS: Galit ang masang Pilipino na pinaslang ng mga pasista ang isang taong marangal at may sakit. Martir at bayani si Ka Parago. Inspirasyon siya ng buong rebolusyonaryong kilusan na pinamumunuan ng Partido Komunista ng Pilipinas. Lalong determinado na lumaban ang mga kadre at mandirigmang sinanay at pinamunuan niya sa nakaraang 37 taong pagkilos.

Karapatan dares Mar Roxas to initiate withdrawal of DILG-DND reward system; says it violates JASIG

Karapatan said the Department of National Defense (DND) and Department of Interior and Local Government’s (DILG) “reward system-bounty list” weighs heavier than its joint agreement with the National Democratic Front of the Philippines (NDFP) on safety and immunity guarantees or the JASIG and the Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law (CARHRIHL).

Reacting on the recent arrest of peace consultant Maria Concepcion Araneta-Bocala, Karapatan Secretary General Cristina Palabay said, “The GPH and the Armed Forces of the Philippines (AFP) would gladly violate JASIG and arrest NDFP peace consultants, earn from the reward money than push forward the long-stalled peace talks with the NDFP. We challenge the DILG Secretary, whether its Mar Roxas or his replacement, to withdraw the Order on Reward System targeting so-called communists but has proven to have victimized innocent civilians.”

“By arresting peace consultants of the NDFP, the government already bagged at least Php 55 million. These funds would have been more useful when channeled to social services since these are taxpayers’ money. The reward system further breeds corruption in the bureaucracy,” Palabay said.

Araneta-Bocala, or Concha, with Php 7.8 million bounty on her head, was arrested early morning of August 1, 2015, by joint forces of the Criminal Investigation and Detection Group (CIDG) Unit Region 6 and the Intelligence Service of the Armed Forces of the Philippines at a house in Juntado Subdivision, Molo, Iloilo City. Araneta-Bocala is peace consultant of NDFP for the Visayas region. She was issued Document of Identification No. ND978245 under assumed name “Remi Estrella”. Under the JASIG, persons with Document of Identification should be immune from arrests and detention in order to perform their duties as peace consultants.

The DND-DILG reward system is contained in the DND-DILG JOR Number 14-2012. “But it was amended in 2012 through the JO ORDER ON REWARD NUMBER 14(A)-2012 in recognition of the peace negotiations with the NDFP. The order stated, ‘Pursuant to the Joint Agreement on Safety and Immunity Guarantess (JASIG) dated 24 February 1995 and the current GPH list of JASIG-covered personalities, the following names are to be deleted from DND-DILG JOR Number 14-2012 in recognition of the pending peace negotiations and conditions upon the existence of the said peace negotiations.’ Some of the deleted names with corresponding reward money were Wilma Austria-Tiamzon, Rafael Baylosis, Vicente Ladlad, Reynaldo Bocala and Jose Maria Sison.

“However, Austria is still detained with husband Benito Tiamzon while Ladlad and Baylosis still face trumped-up murder charges initiated during the Arroyo regime, supposedly Aquino’s nemesis,” Palabay added.

Another NDFP consultant was arrested on July 20 in Quezon City. Ernesto Lorenzo is falsely charged with destructive arson. Lorenzo and his wife Joyce Latayan is now detained at the CIDG holding area in Camp Crame Quezon City. “Lorenzo and Lantayan complained that they are only given food after the CIDG members have eaten and there are left over food,” Palabay said.

OPAPP, saboteur of the peace process

Karapatan strongly criticized the Office of the Presidential Adviser on the Peace Process for its “consistent role in sabotaging the GPH-NDFP process through its statements and moves that consider previously signed agreements such as the JASIG inoperative.” The OPAPP released a statement yesterday on Araneta-Bocala’s arrest.

Palabay cited an acknowledgement letter issued by the GPH Peace Panel citing “Remi Estrella,” Araneta-Bocala’s assumed name, as entitled to the safety and immunity guarantees under the JASIG, aside from the DI shown by Araneta-Bocala upon her arrest. “The OPAPP, through its Secretary Teresita “Ging” Deles, also consistently justifies illegal arrests, disappearances and other rights violations,” Palabay added.

“We reiterate our call to immediately release the NDFP peace consultants and resume the peace talks. We also call on the GPH to stop spending huge amount of people’s money in self-serving and unproductive activities. ###

NPA honors Parago with 21-gun salute

A New People’s Army unit in the foothills of Mt Apo honored Leoncio “Commander Parago” with a military parade and a 21-gun salute two days after the late rebel leader was cremated in Davao City last July 10.

A platoon belonging to the NPA’s Mt. Apo Operational Command performed the rare ceremony for its “shining red star” in front of hundreds of civilian supporters and people’s militia members.

Pitao was killed by soldiers of the Philippine Army’s 10th Infantry Division in Davao City’s Paquibato District last June 28. The NPA said he was being treated for a variety of ailments when he was mowed down by gunfire along with medic Vanessa “Ka Kyle” Limpag.

The ceremony followed an unprecedented public wake, tribute and funeral march in a major Filipino city for a rebel attended by an estimated ten thousand supporters and friends, including national and local political and business leaders.

Led by Communist Party of the Philippines, NPA and National Democratic Front of the Philippines colors, the rebel troopers marched in single file into a clearing and performed rifle drills before consecutively firing their rifles.

They proceeded to present arms before singing Ang Internasyunal, the universal anthem of communist parties all over the world.

The audience joined in the singing of the anthem.

The ceremony ended with shouts of “Long live Ka Parago!”, “Long live the Filipino people!”, “Long live the New People’s Army” and “Long live the Communist Party of the Philippines!”

The 21-gun salute is traditionally a cannonade for surrendering ships but has developed through the centuries into an honorifical ceremony reserved for royalty, heads of state, high government officials and heroes, especially during important events and funerals using both cannons and rifles.

There is no universal pattern in performing the gun salute and every armed force may devise their own style.

Several NPA units around the country performed an honor drill and gun salute for the late CPP spokesperson Gregorio “Ka Roger” Rosal who died of natural causes in 2011.

“Ka Teo,” a veteran NPA fighter who once fought and worked with Pitao, described their fallen hero as an extraordinary leader who was a brilliant military tactician and inspiring revolutionary.

“The many military tactics that we use today to defeat the enemy were devised by Kumander Parago. His brilliance is proven by the fact that our casualties are always fewer than the number of our enemies killed and wounded in battle,” he said.

Teo said that Pitao’s influence was a major factor in his decision to become a full time NPA fighter in the 1980s.

“He did not convince us in so many words. His examples were enough for us to commit our lives to the revolution,” Teo said.

Ka Karen, a local Makabayang Kilusan ng Bagong Kababaihan member, said they will never forget Pitao who they consider their hero.

“He inspired us to stand and fight for a society that is just to women, peasant and Lumad,” she said.

“Contrary to what the Armed Forces of the Philippines said, his death does not weaken our resolve to push the revolution forward. His death strengthens our determination to defeat the enemies of the people,” Karen said.

The NPA usually holds public parades during the CPP’s anniversary on December 26, but only when both the CPP and the Philippine government reciprocally declare ceasefires in observance of the Yuletide season. These parades do not include live fire salutes.

The AFP often violates these ceasefires, however, by putting up roadblocks and harassing the NPA’s civilian supporters, even media persons and local and national government officials who wish to cover or attend the rebel’s celebrations.

Last year, Philippine Army soldiers in Surigao del Sur tried to prevent Bayan Muna representative Carlos Ysagani Zarate and special envoy for the peace negotiations Hernani Braganza from attending the CPP’s 46th anniversary celebrations and peace consultations in Marihatag town. The presence of Surigao del Sur vice governor Manuel Alameda in behalf of governor Johnny Pimental also did not deter the troopers from violating their own government’s ceasefire declaration.

As a rebel guerrilla force, the NPA can only hold open celebrations, especially involving live gunfire, in areas where it enjoys strong support from the residents.

The NPA’s Mt Apo Operational Command includes the First Pulang Bagani (Red Warrior) Battalion and other company-sized formations. Pitao was the most famous commander of this famed command known for conducting the most audacious operations in the rebel army’s history. Mga Tanong para sa peace talks sa pagitan ng GPH at NDFP at GPH at MILF

1. Ano po ang update sa usapang pangkapayapaan sa pagitan ng GPH at NDFP? Matutuloy pa rin po ba ito bago pa matapos ang termino ni Pangulong Noynoy Aquino?

JMS: Patuloy na handang makipag-usap ang NDFP. Pero ang GPH ang hindi handa. Kung gayon, nagiging malabo na ang resumption ng formal talks ng GPH  at NDFP.  Sabi ng Malakanyang na nakabuhos ang atensyon nila sa pagtutulak ng BBL at paghahabol ng peace with  MILF.

Hanggang ngayon walang maliwanag na negotiating panel at chairman ng GPH para makipag-usap sa NDFP.  Lumilitaw na sa buong panahon  ng rehimeng Aquino wala talagang interes sa peace talks kundi paggamit ng dahas laban sa kilusang rebolusyonaryo.

2. Ano po ang inyong masasabi sa usapang pangkapayapaan sa pagitan naman ng GPH at MILF? Tila nagkahati-hati po ang mga pananaw ng mga nasa pamahalaan at matindi ang mga banggaan sa usapin ng Bangsamoro Basic Law (BBL) at ang kawastuhan kung dapat pa bang ituloy ang pakikipag-usap nila sa MILF o hindi na.

JMS: Sa loob at labas ng GPH, lumakas ang sumasalungat sa BBL dahil sa Mamasapano at constitutional issues. Tiyak na maraming susog ang gagawin sa Kongreso, laluna sa Senado, hanggang sa posibleng ayaw na ng MILF ang lalabas na final draft ng BBL.

Kahit tanggapin ng MILF ang anumang BBL na aprubahan ng Kongreso, may mga magdadala pa rin ng constitutional issues sa Korte Suprema. Baka mauuntol ang BBL hanggang maubos na ang termino o buhok ni Penoy Bugok.

3. Ano po ang inyong pagtingin sa Bangsamoro Basic Law o BBL?

JMS: May constitutional issues na nakasalang sa  Kongreso ng GPH. Hanggang ngayon, walang pinal na anyo ng BBL dahil susugan nang susugan pa yan sa Kongreso. Habang wala pang pinal na anyo ng BBL, mahirap mangahas ng opinion ng pagkatig o pagtuligsa sa kabuuan ng BBL.
