Joma lauds Duterte’s decision to continue talks

NATIONAL Democratic Front of the Philippines (NDFP) Chief Political Consultant Prof. Jose Maria Sison lauded Government of the Republic of the Philippines (GRP) President Rodrigo Duterte’s decision to continue with the stalled formal peace negotiations.

NDFP says backchannel talks with GRP scheduled as early as February

THE National Democratic Front of the Philippines (NDFP) Negotiating Panel confirmed that backchannel talks with Government of the Republic of the Philippines (GRP) for the resumption of formal peace negotiations are about to happen.

In an interview with KODAO, NDFP chief negotiator Fidel Agcaoili said both parties agreed to secret backchannel talks as early as the first week of February after President Rodrigo Duterte terminated formal peace negotiations.

“For some reason, these have been delayed till now,” Agcaoili said.

Agcaoili also said the NDFP has kept its end of the bargain by not revealing plans or issuing any statement that would upset the backchannel talks.

Agcaoili also revealed that discussions have been going on since between the Royal Norwegian Government, third party peace facilitator to the peace process, and the GRP Panel.

Earlier today, Department of National Defense Secretary Delfin Lorenzana announced in a speech at the National Defense College that Presidential Adviser on the Peace Process Jesus Dureza has left for Europe last March 8, presumably to lead the GRP delegation to the backchannel talks.

“Last night, we allowed the departure of Benito and Wilma Tiamzon and Mr. Ladlad to do some back-channeling,” Lorenzana added.

Benito Tiamzon is an NDFP Peace Panel member while Wilma Tiamzon and Vicente Ladlad are consultants.

Agcaoili said the backchannel aims to bring about the continuation of the talks after Duterte’s termination of formal talks last February.

He said they are aiming to hold the scheduled fourth round in April in Oslo, Norway and continue discussions on the Joint Agreement on Safety and Immunity Guarantees and the prospective Comprehensive Agreements on Socio-Economic Reforms and Political and Constitutional Reforms.

No ceasefire in place

Agcaoili also reacted to Duterte’s latest statement ordering the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to pursue New People’s Army (NPA) fighters the President said were responsible for the death of four police officers in Bansalan, Davao del Sur Wednesday.

“On the Bansalan incident, we still have to confirm if this was done by the NPA command in the area,” Agcaoili said.

Duterte told government troops may use newly-acquired jets to drop bombs on the NPA.  “Go ahead, flatten the hills,” he said.

“AFP and PNP troops have been going into villages and violating people’s rights in their combat and intelligence operations, including murderous Tokhang operations,” Agcaoli replied.

Agcaoili issued a reminder that there is no ceasefire in place at the moment, saying the NPA also lost four fighters to a raid by the Philippine Army’s 2nd Jungle Fighter Company in San Andres, Quezon Province last March 7. # (Raymund B. Villanueva)

 

Suspected AFP and PNP agents harass human rights lawyer

A lawyers’ group condemned the harassment of one of its members by suspected Armed Forces of the Philippines personnel in Caloocan City yesterday.

In a statement, the National Union of Peoples’ Lawyers (NUPL) said Atty. V.J. Topacio was tailgated by a white Toyota Revo vehicle and a motorcycle from a hearing at the Caloocan City Prosecutor’s Office where he represented Bagong Alyansang Makabayan-Metro Manila campaign officer Ferdinand Castillo.

Rampage, human rights group says of arrests of consultants and civilians after talks suspension

Human rights group Karapatan said the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) have gone berserk in arresting as many as 19 peace consultants, activists and other civilians after the suspension of formal peace negotiations between the Rodrigo Duterte government and the Left.

Karapatan said those nabbed from February 3 to 12 are civilians and activists arrested on “trumped-up criminal charges.” Read more

CPP warns of massive rights violations due to GRP’s all-out war

THE Communist Party of the Philippines (CPP) today warned of massive human and civil rights violations by the Armed Forces of the Philippines (AFP) as a result of the Rodrigo Duterte government’s declaration of an all-out war against the Left.

The communists said that the Duterte government’s record of more than 7,000 killings with its “Oplan Tokhang,” his constant threat to suspend the writ of habeas corpus and impose martial law-style rule to suppress political opposition pose real threats against the Filipino people.

“His record speaks for himself.  We must be ready to vigorously oppose any and all attempts to realize these threats,” the CPP said.

The underground party said the Duterte government is bound to set the “fascist dogs” in the AFP against activists and civilians, especially in areas where there are struggles for land reform and campaigns against foreign mining companies and plantations.

“In his desperate and vindictive attempt to score against the revolutionary movement, he has already targeted aboveground NDFP (National Democratic Front of the Philippines) consultants,” the CPP said.

Former activist killed

The CPP said the “Oplan Tokhang”-style killing of Glenn Ramos, 40, by military and police operatives in Barangay Ma-a, Davao City last Monday is an example of what the AFP would do.

The AFP and the PNP said they were serving a warrant for Ramos’ arrest as a suspected New People’s Army (NPA) member when a fire fight broke out after the victim allegedly refused to submit himself and instead drew a weapon.

Kodao sources however said Ramos was a civilian.  They said the raiding team used assault rifles in strafing his house.

Ramos died after sustaining two gunshot wounds.

“The entire AFP story is dubious and sounds like all the “nanlaban” (put up a fight) stories of the PNP of the past few months,” the CPP said.

Renato Olibang, Ramos’ construction boss, certifying he was a civilian at a time of his death by the hands of the PNP.

In Panay Island, a farmers’ organization complained of unwanted AFP presence and occupation of Barangay Boloc’s Hall in Tubungan, Iloilo.

Local farmers’ association Tubungan United Peasant Alliance (TUPA) said elements of the 82nd Infantry Battalion of the Philippine Army asked for a barangay assembly last February 2 to get an approval for an encampment at the center of their community.  The soldiers were refused and were asked to leave instead.

Panay Alliance-Karapatan also reported that the community accused the military of indiscriminately firing at a farmer’s house last February 1.

Be prepared

The underground party urged members of “people’s organizations and democratic sectors” in both rural and urban areas to protest military presence (in civilian communities) and their abuses.

“They must tighten security measures and get ready to defend human and civil rights against state violence that is bound to escalate,” it warned.

The CPP said its armed wing, the NPA, will defend civilians against military abuses.

“The people’s army, the NPA, will be at the people’s side to punish the AFP’s fascist troops at every available opportunity,” it said.

The party also chided Duterte for believing his government can defeat the NPA, antagonizing all sectors supportive of the peace process, and increasingly isolating his government.

Duterte reversed on his previous positive pronouncements of the underground group and called them terrorists after AFP defeats last week.

“Defeating the NPA is a Duterte pipedream.  Other regimes before him have tried and failed. The NPA is ever ready to face his wild dogs in the AFP in battle,” the CPP said.

CPP assails Duterte’s termination of talks

THE Communist Party of the Philippines (CPP) condemned Government of the Republic of the Philippines (GRP) President Rodrigo Duterte’s attempt to terminate formal peace talks between his administration and the National Democratic Front of the Philippines (NDFP).

In a statement today, the CPP said Duterte has gone “berserk” in trying to upturn the entire peace process and waste the achievements attained in peace talks over the past few months. Read more

Malaybalay incident a ‘legitimate encounter’–NPA

THE New People’s Army-North Central Mindanao Region (NPA-NCMR) belied accusations by the Armed Forces of the Philippines (AFP) that the soldiers killed in Malaybalay City, Bukidnon last February 1 were unarmed and were only deployed for “peace and development” duties.

In a rejoinder to their earlier pronouncements about the incident, NPA-NCMR spokesperson Ka Allan Juanito said Sgt. Owen Yee, Corporal Niño Christopher Talabor and Corporal Pat O. Non were engaged in psy-war (psychological warfare) operations and that their deaths was a result of a legitimate encounter. Read more

After violent dispersals, NDFP suspects PNP-AFP elements sabotaging peace process

THE National Democratic Front of the Philippines (NDFP) Negotiating Panel suspects elements of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) are out to sabotage the peace process after the brutal police dispersal of an indigenous peoples-led rally at the United States (US) Embassy in Manila yesterday.

In a statement issued this morning, NDFP chief peace negotiator Fidel Agcaoili said it is most likely there are elements within the military and police who are against the new policy direction of their commander-in-chief, President Rodrigo Duterte, to pursue peace with the NDFP.

“The NDFP Negotiating Panel strongly condemns the brutal police dispersal of the peaceful rally of Lumads and their supporters in front of the US embassy calling for the scrapping of EDCA (Enhanced Defense Cooperation Agreement) and other unequal treaties with the US and an end to the US-instigated Oplan Bayanihan,” the statement said.

“We call on Pres. Duterte to discipline the police and rein in his troops.  They must be told to respect the people’s rights to peaceful assembly and free speech.  These rights are guaranteed in the GRP (Government of the Republic of the Philippines) constitution and in the CARHRIHL (Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law) signed by the two sides in the GRP-NDFP peace negotiations,” the statement added.

The first GRP-NDFP peace negotiations collapsed in 1987 when the then Western Police District (now the MPD) violently dispersed protesters and killed 13 farmers.

Police brutality

 At least 50 protesters were injured when Manila Police District deputy commander Col. Marcelino Pedrozo ordered his troops to “fight” and “arrest” rally participants in order to save face with the US Embassy.

The police then broke its agreement with the protest leaders and started violently dispersing the rally with tear gas and truncheons.

A Police Officer 3 Franklin Kho then rammed his police vehicle against the protesters and ran over several activists.

Kho was also photographed violently pulling the hair of a woman protester through a jeepney window.  Kho was later reported to have punched Kilab Multimedia photojournalist Jaja Necosia who took the photo.

The police also ganged up on a hapless jeepney driver who was left bloodied and twitching on the street from blows to his head.

The PNP said it will investigate the incident.

Militarized communities

Part of the ongoing Pambansang Lakbayan ng mga Pambansang Minorya 2016, the rally was headed by newly-formed national minorities alliance SANDUGO and supported by various progressive groups like Bagong Alyansang Makabayan and Anakbayan.

SANDUGO is an alliance of national minorities and indigenous peoples from Northern Luzon to Mindanao whose communities the NDFP said bear the brunt of military operations under the US-instigated Oplan Bayanihan.

“The lumad communities in Mindanao have not only suffered from the devastation of their ancestral lands as a result of the operations of foreign mining companies and agro-corporations.  Oplan Bayanihan has been used to protect these foreign companies against the opposition of the Lumads to the companies’ destructive operations.  Lumad communities have been forcibly evacuated and their leaders assassinated as in the recent case of Jimmy Saypan, the secretary general of Compostela Valley Farmers Association,” NDFP’s statement said.

“The rallyists were calling for the withdrawal of all US troops from the Philippines in accordance with Pres. Duterte’s policy statement on charting an independent course in foreign policy.  They also called for an end to the US-designed Oplan Bayanihan in view of Pres. Duterte’s declared policy of reaching a negotiated settlement to the armed conflict with the forces of the National Democratic Front of the Philippines,” the statement added.

SANDUGO also led the rally that was violently dispersed by the AFP with water cannons in front of Camp Aguinaldo in Quezon City last Tuesday.

The NDFP complained that the AFP has been violating Duterte’s unilateral ceasefire declaration.

“Apparently, parts of the military and police apparatus are still stuck in the old mindset of subservience and mendicancy to US imperialist interests contrary to their President’s avowed commitment to pursue an independent foreign policy.  Pres. Duterte has more than once reminded the US that the Philippines was no longer its colony.  He has declared that he would develop friendly relations with all countries including Russia and China and not be used by the US in its wars and conflicts with other powers as his predecessors had done before him,” the NDFP said. # (Raymund B. Kidapawan victim’s dad charges ‘witness’ for perjury

EBAO SULANG, father of Kidapawan shooting victim Darwin Sulang, filed perjury charges against Senate witness Charlie “Longhair” Pasco at the Department of Justice yesterday.

Pasco testified before Senate investigative committee hearings last April that the younger Sulang was carrying a gun when he was gunned down during a violent dispersal of protesting farmers last April 1. Read more

Cartoon: Elite police force as penitentiary guards

In an unprecedented move, the elite police unit that was formed and trained as an anti-insurgency force is now tasked to rid the country’s premiere jail of dangerous drugs laboratories and operations.

There have been numerous reports that suspected drug lords are operating drug rings from their jail cells that have become luxurious apartments through the collusion of  suspected corrupt BJMP personnel.
