Pork barrel ang bumababoy sa budget, pinagmumulan ng korapsyon

Hindi ba ang sinasabing allocations na ito ay walang iba kundi pork barrel funds na maaaring ilagay sa iba’t ibang proyekto batay sa rekomendasyon ng OP, Senate at House? Di ba dapat bawal na ito? Bakit magpapasok ang OP ng infra projects sa programmed at unprogrammed allocations na labas pa sa naisumite na nitong NEP?
