Senate can’t dismiss impeachment complaint

“The Constitution does not grant the Senate the power to dismiss, quash, or return the Articles on procedural or political grounds. The only way an impeached official may be acquitted is through a trial, not through a majority vote to dismiss. A two-thirds vote of all senators is constitutionally required to convict, and anything short of that—whether for acquittal or otherwise—can only be arrived at after a fair and public trial.”

Camille Villar just told the nation she will acquit VP Sara Duterte in exchange for the latter’s endorsement. This is how totally unprincipled, opportunistic and rotten Philippine politics has become. The electorate should reject this kind of political opportunism.”
