14 farmers executed ‘Tokhang-style’ in Negros; Duterte’s MO 32 blamed

President Rodrigo Duterte’s Memorandum Order No. 32 in November 22 deploying more soldiers and police officers in Negros Island has seen its bloodiest result last weekend in the killing of 14 farmers in three locations.

Philippine National Police operatives killed eight peasants in Canlaon City, four in Manjuyod, and two in Sta. Catalina town in separate but near simultaneous operations in Negros Oriental Province Saturday.

The Karapatan Alliance for the Advancement of People’s Rights identified the eight Canlaon victims as Edgardo Avelino, 59, farmer and resident of Sitio Carmen, Brgy. Panubigan, Chairperson of Hukom (Hugpong Kusog Mag-uuma sa Canlaon); Ismael Avelino, 53 habal-habal (utility motorcycle) driver a resident of Sitio Carmen, Brgy. Panubigan and a member of Hukom; Melchor Pañares, 67, farmer, a resident of Sitio Tigbahi, Brgy. Bayog; Mario Pañares, 46, farmer (son of Melchor Pañares); Rogelio Ricomuno, 52, farmer, a resident of Sitio Manggata, Brgy. Masulog -1; Ricky Ricomuno, 28, farmer; Gonzalo Rosales, 47, farmer and a resident of Proper Brgy. Pula; and Genes Palmares, 54, farmer, a resident of Proper Brgy. Aquino.

In Sta. Catalina, habal-habal driver and peasant leader Franklen Lariosa and Anoj Enojo Rapada were reportedly killed.

In Manjuyod, among those killed were Velentin Acabal of Brgy. Kandabong and Sonny Palagtiw of Brgy. Pansiao, both barangay captains in their villages; Steve Arapoc and Manulo Martin.

Reports said 15 others were arrested, including local Gabriela leader Corazon Javier, who are now detained at the Canlaon City provincial police headquarters.

Karapatan secretary general Cristina Palabay cited Duterte’s Memorandum Order No. 32 that placed Negros Island as well as Eastern Visayas and Bicol under a state of emergency for the continuing militarization of communities as well as the Synchronized Enhanced Managing of Police Operations (SEMPO) or Oplan Sauron of the PNP in the region.

Palabay said Oplan Sauron is being implemented alongside the government’s counterinsurgency program.

‘Tokhang-style’

Negros police director P/Col. Raul Tacaca said the victims were suspected communist rebels linked to alleged assassination plots against government soldiers and police officers.

Tacaca claimed those slain fought back against arresting teams from the PNP Regional Public Safety Battalion, the PNP Special Action Force, regular police officers from various stations, and the Philippine Army.

In a press conference in Camp Crame Monday, PNP spokesperson P/Col. Bernard Banac echoed Tacaca’s claims and added the killings started as an implementation of search warrant for possible possession of firearms and explosive materials.

“We are sure that they really tried to shoot it out because our policemen will not use force if there is no threat to their lives,” Banac said.

“These were done by following the rules of engagement, respect on human rights and presumption of regularity,” he added,

But survivors of the police assault in Canlaon said the police arrived at about 2:30 in the morning, knocked once and kicked the doors open.

Victim Ismael Avelino’s wife, Leonora told human rights workers that all six police officers who assaulted their home “wore facemasks and others wore shades to cover their eyes.”

Victims’ survivors also said the nameplates on the police officers’ uniforms were covered.

Leonora said she and their four young children were ordered to lie face down and then later dragged outside of the house.

Next door, Edgardo Avelino’s household members were similarly forced to lie face down and were also dragged outside of the house.

Near simultaneously, they heard gunshots inside both houses. Nearly five hours later, at about seven o’clock in the morning, an ambulance came and Leonora’s husband was brought out of the house in a stretcher.

She found out later at the Canlaon District Hospital that they her husband Ismael was dead.

Edgardo, Hukom chairperson, was shot on his forehead, right cheek and upper torso.

In Manjuyog, survivors of Arupoc told human rights responders that the police planted a .38 caliber revolver beside his cadaver after he was killed by the police officers.

Calls for investigation

Various groups called for an immediate investigation on the incidents.

“This is unconscionable. We strongly demand an immediate and independent investigation on the incident…[W]e join our voices in the call for justice and accountability for these heinous crimes perpetrated by the government,” Karapatan’s Palabay said.

San Carlos Bishop Gerardo Alminaza, whose diocese covers the affected towns, also demanded an investigation.

“We demand a quick investigation on this and appeal to our government authorities to restore peace and order,” Alminaza said.

The Cordillera People’s Alliance (CPA) for its part said March 30 was a dark day in the country’s history.

“[F]armers who feed the nation have become helpless targets of bullets from the police and military, in tokhang-style operations, forcibly entering the homes and playing the ‘nanlaban’ (fought back) scenario to justify the riddling of bullets to victims,” the group said.

“As the nation grieves, we add our voices to the call for justice for our farmers and all Filipinos who have suffered under the culture of impunity and fascism in our lands,” CPA added.

Members of the Makabayan bloc in Congress also condemned the killings and vowed to seek justice for the victims.

“State forces are on a rampage and activists and critics are in their crosshairs. We will not take this sitting down and we will seek justice for the victims and file charges against the policemen and their superiors who perpetrated this massacre,” Bayan Muna Representative Carlos Zarate said.

Anakpawis Representative Ariel Casilao called for the scrapping of Duterte’s Memorandum No. 32, saying it is a death warrant on civilians.

The Commission on Human Rights said it has already ordered the regional sub-office of CHR-Region VII to investigate the killings. # (Raymund B. Villanueva)

Warm greetings!

The recent turn of events challenges you to make a stand.

The near-annihilation of the 84th SAF-PNP troops in Maguindanao shows the division and dissension of your ranks in the Armed Forces of the Philippines and and Philippine National Police. This is how it
happened: under US orders for the capture of an alleged terrorist
under the framework of its “war on terror”, your commander-in-chief, Benigno Aquino III, violated your chain of command and all due processes, through a faction of generals led by General Purisima.

Despite the ongoing ceasefire and peace negotiations between the
government of the Republic of the Philippines and the Moro Islamic
Liberation Front, Aquino ran over all agreements to implement the US
orders. Now, he and his officials exhaust all efforts to wash their
hands of culpability after wasting the lives of 44 SAF personnel.

This incident clearly indicates the ineptness of your commander-in-chief in mobilizing your forces. He only complies with the dictates of his imperialist master and his local instigators. Now it has resulted in endless bickering and finger-pointing among military and civilian officials, and has undermined the morale of the whole organization of AFP and PNP.

Even in areas of the New People’s Army, particularly here in Front
88, Aquino uses you under the design and in furtherance of the
interests of US imperialism and local ruling classes.

You are aware that the AFP and PNP brings, not genuine peace and
development, but terrorism to our area in order to pave the way for
the entry of the foreign company, Metro Luxury Mining.

Aside from combat operations, your psy-war and intelligence activities under COPD have intimidated the lumad and peasant masses here. They are further terrorized by the activities of your counterrevolutionary paramilitary groups such as Bagani Force in La Paz, Loreto and San Luis, and Wild Dogs or BULIF in Esperanza and Las Nieves. These have resulted in the forced evacuation of families in their hundreds in a score of communities in San Luis, for several weeks now. Can you then say that you are waging a war against terrorism when your government itself sows terror against the people in furtherance of foreign economic interests?

We are aware that most of you, like us, come from the poor classes,
and that you are only forced to become soldiers and policemen because of the lack of better employment opportunities so you can feed your families. It must be made clear, however, that your service only
benefits a few foreign and local exploiters, while you suppress the
just struggle of the poor.

While you are being used as pawns in this war, you are also used by
your senior officials in enriching themselves. Taking for instance the so-called modernization programs of AFP and PNP. Have you benefited from the billions of pesos of funds allocated for these? Are you aware of the modus operandi concerning the Balik-Baril program where higher military officials pocket most of the funds allocated for fake NPA surrenderees and recycled firearms?

Despite the massive defeat in Maguindanao, should you trust your lives to Aquino as commander-in-chief after he denied culpability in such failure and failed to express sympathy to the families and loved ones of those killed?

Aquino has a lot to answer for, not only to you soldiers and policemen but to the whole Filipino people who are victimized by US imperialism’s economic and political aggression. His puppetry to
foreign interests and dictates, as well as his state terrorism against his own people, gives a push to intensifying calls for his ouster from Malacañang.

While the movement for the ouster of Aquino rages, we appeal to your
nationalist and humanitarian stand. You have a significant role in the removal of an inept president from power as exemplified by your
withdrawal of support from Marcos and Estrada. Arroyo, on the other
hand, was almost ousted when soldiers and policemen mutinied against massive corruption, violence and fraudulence.

Thus we encourage you to take the side of the broad people, especially the poor, against the trampling of our integrity and dignity as Filipino people by US imperialism. While you are serving the reactionary government, we implore you to avoid abusing the human rights of the masses, respect the people’s call for the withdrawal of COPD troops and their struggle against CADC and big mining and other foreign corporations.

Most importantly, you should make a stand and make common cause with the people’s call for the ouster of your commander-in-chief, Benigno Aquino III.

Mararamdaman ang galit at biased na kaagad na pagtingin ni Senator Alan Peter Cayetano laban sa MILF at BIFF at gusto pa niyang pag-awayin ang dalawang grupo para patunayan ang sinseridad sa usapang pangkapayapaan ng MILF sa pamahalaan. Sinabi rin niyang kinakanlong ng mga grupong ito si Marwan. Ano po ang inyong masasabi dito?

JMS: Malamang na sumasakay si Cayetano sa Christian chauvinism o sa mga ready-made bias laban sa mga Muslim. Pero kailangang magpaliwanag ang MILF at BIFF kung si Marwan ay kinukupkop nila. Sa personal na tingin ko, mahirap na sabihin na naroon si Marwan sa Mamasapano dahil walang corpus delicti o bangkay ni Marwan ngayon. At malamang na nagsisinungaling ang FBI tungkol sa DNA analysis para lamang tulungan nito ang propaganda ni Aquino.

Tanggap naman ng FBI na wala silang sample ng DNA ni Marwan mismo kundi ng mga supposed relatives niya. Sabi ng MNLF na nasa Lanao si Marwan at wala siya sa baryo ng Mamasapano na sinalakay ng SAF. Siyanga pala, bale sina Aquino, Purisima at SAF ang sumalakay sa baryo ng Mamasapano. Sabi pa ni Napeñas na SAF ang nagmasaker ng 250 katao sa Mamasapano. Paanong may kasalanan ang MILF. Hindi pwede.

JMS: Hindi ba sa ngalan ng estado ang paggamit at pagpapahamak ni Aquino sa mga pwersa ng SAF sa Mamasapano? Dati bang akala niya na naglaro lamang siya ng video game nang pinapasok niya ang SAF sa Mamasapano nang walang pahintulot at koordinasyon sa MILF. Sinagasaan niya ang BIFF at MILF at ipinahamak niya ang mga namatay na SAF.

Hindi mapagkakatiwalaan ang board of inquiry na yan. Mga tauhan ni Aquino ang bumubuo. Hindi nila kayang papanagutin si Aquino o ungkatin ang pag-utos ng mga opisyal na Amerikano kay Aquino. Hindi independent ang board. Ang kaya nilang sisihin ay yong commander ng SAF at yong mga isinubo sa tiyak na kamatayan.

3. Binigyan-diin ng pangulo ang mga krimen nina Marwan at Usman sa umpisa ng kanyang talumpati. Ito marahil ay para mabigyan ng hustisya ang operation ng PNP-SAF sa Maguindanao, subalit hindi niya sinabi na siya at ang US ay sangkot sa operasyon na ito. Ano po ang inyong pahayag dito?

JMS: Walang kwestiyon na dapat hulihin sina Marwan at Usman dahil sa warrants of arrest at malulubhang paratang sa kanila. Pero walang karapatan si Aquino na isubo ang maraming sundalo ng SAF sa tiyak na kamatayan dahil sa estupidong plano at kawalan ng koordinasyon sa mga kinauukulan. Bale gumawa sina Aquino, Ochoa at Purisima ng malubhang krimen na isinubo nila ang maraming SAF sa tiyak na kamatayan. Lalong malubha ang krimen nila dahil sa sunud-sunuran sila sa mga utos ng mga bos nilang mga Amerikano at nasilaw rin sila sa malaking dolyar na reward money.

4. Nahahati ngayon ang opinyon ng mga kapulisan hinggil sa naging papel ng gubyerno sa madugong engkwentro, ano po ang inyong maipapayo sa kanila?

JMS: Dapat batikusin at isakdal ng PNP, SAF at sambayanang Pilipino si Aquino dahil sa kanyang kriminal na pagpapahamak sa mga nasawing sundalo ng SAF. Dapat ding tuligsain ang kanyang pagiging utu-uto ng mga bos niyang Amerikano.
