NPA accuses Philippine Army of killing 3 civilian women in Masbate fire fight

Three civilian women were killed by the military in an encounter with the New People’s Army (NPA) in Sitio Madarag, Brgy. Jagnaan, San Jacinto, Masbate last Monday, August 21, the Communist guerrillas reported.

In a tribute to its casualty in the fire fight, the Jose Rapsing Command (JRC) of the NPA said troops of the Philippine Army’s 96th Infantry Battalion  (96th IBPA) killed civilians Jelyn Guis Dejomo (56), Sheryl Salazar Dejomo (29) and Divina Lubiano Ajitan (60).

“They were indiscriminately killed by the military despite the fact that they were clearly civilians,” JRC-NPA spokesperson Luz del Mar wrote in their statement published on the Communist Party of the Philippines website.

The report the three victims were civilians is part of its JRC-NPA’s tribute to Eddie Rosero, a member who was killed in the fire fight.

Del Mar added 13 96th IBPA troopers have also been killed in the encounter.

While silent on whether it suffered casualties, the 96th IBPA said in its own announcement that Rosero was a top leader killed with three others in the said encounter, referring to the three women.

The Battalion also said one other NPA member, a Ramon Bartolata, was captured and is being treated at the Ticao District Hospital.

The military unit added the August 21 clash was the third between themselves and the NPA since August 18.

NPA fighter all his adult life

The JRC-NPA said Rosero, who went by the name Ka Star, was a most respected Red commander of the revolutionary movement in the province.

“The enemy’s desperation to hound and malign his name is not surprising,” del Mar said.

Del Mar said Rosero was a Masbate native who opposed mining operations in their province.

Rosero joined the NPA as a full time member in 1998 and has led in several successful operations against the military and the police in his 25 years in the revolutionary army. # (Raymund B. Villanueva)

Reds in Masbate report successful attacks ahead of NPA’s 54th anniversary

GENEVA, Switzerland—The New People’s Army (NPA) in Masbate said its successful military operations in the towns of Placer and Dimasalang are its contributions to the celebrations of their 54th founding anniversary tomorrow, March 29.

The NPA’s Jose Rapsing Command (JRC) in the province said its coordinated guerilla actions last Wednesday, March 22, in Barangay Locso-on in Place and Barangay Gain in Dimasalang resulted in the deaths of 10 government soldiers and the wounding of not less than seven others.

The fatalities belonged to the 2nd Infantry Battalion of the Philippine Army, augmented by troops from the Philippine National Police (PNP).

JRC-NPA spokesperson Luz del Mar in a statement said they belie Joint Task Force Bicolandia’s claims the government soldiers were ambushed near communities and civilian spaces, in turn accusing government troops of attacking schools “in a desperate attempt to cover up their defeat.”

Del Mar said JRC-NPA their offensive was a reaction to the ongoing focused military operations of their enemies using many drones, helicopters and soldiers.

She added that their coordinated attacks were meant to punish the Philippine Army for its attempts to recruit Masbate students to join the paramilitary Citizen Armed Force Geographical Unit (CAFGU).

In a post on its Facebook page, the 2nd Infantry Battalion of the Philippine Army said only two soldiers and two police officers were wounded in the firefights.

In a statement by Acting Presidential Adviser on Peace, Reconciliation and Unity Isidro Purisima subsequently posted on the same military social media page, he said that a government soldier was killed while two others were wounded.

Meanwhile, the Inquirer reported that another soldier was killed in a firefight with the NPA in Masbate Monday, March 27.

Corporal Antonio Parreno Jr. was killed after the 2nd Infantry Battalion figured in a five-minute exchange of gunfire with some 12 communist rebels in Barangay Villahermosa in Cawayan town, the report said.

Del Mar said their series of attacks against government troopers is in defense of Masbate citizens suffering from the intense militarization of their province.

“These tactical offensives prove that the claims by the Armed Forces of the Philippines, PNP and CAFGU of their strategic victory against the revolutionary movement are false,” del Mar added. # (Raymund B. Villanueva)

Halina at alamin natin ang kahalagahan ng Joint Monitoring Committee (JMC), ang Comprehensive Agreement on Human Rights and International Humanitarian Law (CAHRIHL), ang The Hague Declaration, at ng Ottawa Treaty. At kung bakit Usaping Kapayapaan ang pinanawagan ng mga taong-simbahan at iba pang grupo na nagtatanggol sa karapatang pantao, matapos maisapubliko ng insidente na hindi naman itinanggi kundi agad namang inako ng CPP-NPA. Bilang founding Chair ng CPP, ano kaya ang pagtingin ni Prop. Sison sa isyung ito?


Mga Tanong:

1. Ano ang masasabi nyo Prof Sison sa nangyari sa Masbate na kung saan ay may dalawang sibilyan na namatay dahil sa land mines na ginawa ng mga NPA? Meron na po bang resulta ang imbistigasyon ng CPP/NPA/NDF hinggil dito?

JMS: Isang trahedya na mga sibilyang magpinsan ng pamilyang  Absalon ay nasawi at isa pa ay  nasugatan dahil sa pagkakamaling pinasabog sa kanila ang command-detonated land mines.

Anuman ang klase ng sandata ay maling gamitin laban sa mga sibilyan. Ito ay mahigpit ng patakaran ng CPP, NPA, NDFP at rebolusyonaryong gobyerno ng bayan.

Gumawa na ng kagyat na pagsisiyasat ang partikular na kommand ng NPA sa Masbate na may kinalaman sa partikular na yunit at ilang indibidwal na may pananagutan sa malungkot na pangyayari. Tinanggap ng naturang komand na may pagkakamali.

 Pero gusto pa rin ng pinakamataas na organo ng NDFP na may mas malalim pang imbestigasyon para magkaroon ng batayan para litisin ang mga akusado sa court martial ng NPA o sa hukumang bayan ng rebolusyonaryong gobyerno ng bayan.

2. Maaari nyo po bang maipaliwanag Prof Sison kung meron po bang nilabag ang mga NPA sa land mines na kanilang isinagawa sa Masbate? Ano po ba ang implikasyon nito sa International Humanitarian Law?

JMS: Walang nilabag ng kabuaan ng NPA. Ang lumabag ay partikular na yunit ng NPA o iilang indibidwal na nagpaputok ng land mines. Ang mismong command-detonated land mines ay hindi ipinagbabawal ng Ottawa Treaty. Pero krimen o kamalian ang paggamit ng anumang sandata laban sa mga inosenteng sibilyan.

Sabi ng binanggit kong Masbate command ng NPA na command-detonated na land mines ang ginamit. Sa tamang paggamit ng ganitong land mines sa armadong kaaway ng NPA, hindi ipinagbabawal ng Ottawa Treaty at ng International Humanitarian Law.

Ang maliwanag na ipinagbabawal ng Ottawa Treaty ay yong land mines na sumasabog dahil sa presensya, presyur o kontak ng biktima. Ipinagbabawal ito dahil sa indiscriminate ang nabibiktima.

Sang-ayon at sumusunod ang CPP, NPA, NDFP at rebolusyonayong gobyerno ng bayan sa Ottawa Treaty. Patakaran ng buong kilusang rebolusyonaryo na bawal ang land mines na hindi command-detonated.

3. Hinggil po sa land mines, Prof Sison, maaari nyo po bang maibahagi ano po bang klase ng land mines ang tinatanggap sa International Humanitarian Law (IHL) sa mga lugar na may gera. Pinahihintulutan po ba talaga sa IHL ang pagtatanim ng bomba?

JMS: Sa International Humanitarian Law, ang Ottawa Treaty ang pinaka- partikular na instrumentong legal na nagsasabi kung anong klaseng land mines ang ipinagbabawal.

Ipinagbabawal nang kategorikal at pauli-ulit sa tratadong ito na bawal ang land mines na puputok dahil lamang sa presenya, presyur o kontak ng kahit sinong tao, inosenteng sibilyan o armadong kaaway ng NPA sa kasalukuyang gera sibil sa Pilipinas. Hindi ipinagbabawal ang command-detonated land mines.

4. Ano po ang inyong masasabi sa kahilingan ng gubyerno sa pamamagitan ni DILG Sec Eduardo Año na isurender sa kanila ang mga NPA na nagkasala sa naganap na pagsabog sa Masbate?

JMS: Alinsunod sa International Humanitarian Law at Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law, ang NDFP ang may hurisdiksyon sa anumang paratang laban sa NPA at mga yunit nito at ang GRP naman ang may hurisdiksyon sa mga paratang laban sa AFP, PNP, paramilitar at mga yunit nito.

Ang NDFP at GRP ay mga co-belligerents sa isang gera sibil o armed conflict na saklaw ng Geneva Conventions. Hindi pwedeng utusan ng GRP ang NDFP na isurender sa GRP ang yunit ng NPA na gumawa ng pagkakamali sa Masbate.

Ang GRP ay hindi rin puedeng utusan ng NDFP na isurender sa kanya ang mga akusado sa higit ng 6000 paratang laban sa AFP at PNP na sometido sa Joint Monitoring Committee sa ilalim ng CARHRIHL.

Hindi ring pwedeng utusan ng NDFP ang GRP na isurender sa NDFP ang mga armadong tauhan ng GRP na pumaslang ng napakaraming NDFP peace consultant. Tinutukoy ang pagpaslang kina Randy Felix Malayao, Randall Echanis, Julius Giron, mag-asawang Cabanatan, mag-asawang Topacio, Reynaldo Bocala at iba pa.

May kanya-kanyang sistema ng gobyerno at batas ang GRP at NDFP. Sira-ulo ang mga opisyal at ahensya ng reaksyonaryong gobyerno na gustong magmando sa NDFP na isuko sa GRP ang mga akusado sa insidente ng command-detonated land mines sa Masbate.

5. Ang Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law o mas kilala sa tawag na CARHRIHL ay isang kasunduan na pinirmahan ng gubyerno ng Pilipinas at ng National Democratic Front of the Philippines noong 1998. Ayon sa AFP hindi na ito epektibo dahil wala ng negosasyon sa pagitan ng GRP at NDFP, at matagal na ring nilusaw ang Joint Monitoring Committee o JMC. Ano po amg inyong opinyon hinggil dito Prof Sison? May halaga pa po ba ang CARHRIHL sa panahon ngayon?

JMS: Umiiral pa ang CARHRIHIL dahil sa maraming probisyon nito ay hango sa international law sa human rights at humanitarian conduct at nasa balangkas ng international law na tinanggap ng GRP Constitution. Umiiral at bukas din ang opisina ng NDFP-nominated section ng JMC sa Cubao at kinikilala at sinusuportahan pa ng Royal Norwegian Government.

Totoo na ang GRP ay nagsara ng kanyang opisina sa JMC. Pero hindi ibig sabihin nito na malayang gumawa ng mga krimen ang GRP sa mga pwersa at tauhan ng NDFP. Hindi rin ibig sabihin na  nawalan na  ng hurisdiksyon ng NDFP sa mga pwersang nasa panig niya.

Subukan ng GRP na magpadala ng arresting yunit nila sa erya ng NPA sa Masbate at tingnan natin kung ano ang mangyayari. Kung gawin ng GRP ang panghihimasok, hwag magulat kung lalabanan sila ng NPA.

6. Sa panghuli, Prof Sison, ano po ang inyong panawagan sa ating mga kababayan?

JMS: Hanggang ngayon ipinagmamatigas at ipinagmamalaki ni Duterte na tinapos at pinatay na niya ang peace negotiations at gusto niya ang gera total at pakana niyang idahilan ang armadong rebolusyon para magpataw ng pasistang diktadura sa Pilipinas.

Napakalimitado na ang panahon na umasa ang sinuman na magbabago ang patakaran ni Duterte. Nasa huling taon na ang halimaw sa kanyang legal term of office.

Mas mabuting palakasin ang kilusan ng mga mamamayan para patalsikin sa poder ang traidor, berdugo, mandaranbong at maggagantsong rehimen ni Dutere at makipagsundo sa oposisyon na itaguyod ang patakaran na buksan muli ang peace negotiations ng GRP at NDFP para lutasin ang mga problema na ugat ng gera sibil.

Magkakaroon ang makatarungan at matibay na kapayapaan kung may peace negotiations muli at gumawa ng mga komprehensibong kasunduan tungkol sa mga batayang repormang sosyal, ekonomiko at pulitikal sa balangkas ng The Hague Joint Declaration ng GRP at NDFP.

JMS: Sa pagtatapos ng ating panayam, nagpapasalamat ako kay Prop. Raymundo, sa Kodao at sa lahat ng ating tagapakinig.

Sarah: Maraming-maraming salamat po Prof. Sison para sa isang malaman at ubod ng linaw na pagpapaliwanag. Ang mga nabanggit na mga ahensya at pinagkaisahang dokumento na tunog-teknikal sa una, ngayon ay may malinaw nang hugis kaugnay ng trahedya sa Masbate at gayon na rin sa kabuuang kondukta ng armadong tunggalian sa pagitan ng GRP at CPP-NPA.

Itanggi man ng gobyernong Duterte, maging ng mga anti-komunista at iba pang mga grupo na nananawagan ng maka-isang panig na resolusyon sa trahedyang ito, hindi na maikakaila ang bisa ng mga tratado o treaty at dokumentong sumasaklaw sa kondukta ng armadong tunggalian.

Walang silbing i-etsa pwera sa diskusyon ang dual state power sa bansa, o ang realidad na may dalawang gobyerno sa Pilipinas na sangkot sa isang armadong tunggalian. Hindi ito tungkol durugan o paggapi na solusyon ni Duterte. Walang kahihinatnan ang ganyang pusisyon dahil matagal nang nalikha ang mga opsiyal at lehitimong mekanismo para resolbahin ang mga usaping dulot ng tunggaliang ito. Ang mga mekanismong ito ay hindi pumapabor sa isang panig, kundi mga mekanismong nagbubukas upang talakayin, sawatahin, resolbahan ng dalawang panig ang mga umano’y abuso ng bawat panig, mga panukala ng bawat panig upang matugunan ang ugat ng armadong tunggalian. Sa puntong ito ng armadong tunggalian sa pagitan ng GRP at CPP-NPA walang ibang mekanismo ang maaaring makatugon dito kundi ang Usapang Pangkapayapaan o Peace Talks.

Hanggang sa muli, ito po si Sarah Raymundo, guro ng Unibersidad ng Pilipinas at aktibista ng Bagong Alyansang Makabayan. Ibayong pag-iingat at pakikibaka laban sa tiraniya.

CPP admits responsibility over death of athlete, cousin

The Communist Party of the Philippines (CPP) admitted a New People’s Army (NPA) unit was responsible for the death of two civilians in Masbate City on June 6.

In a statement, CPP information officer Marco Valbuena said the Party and the NPA express deep remorse for the death of cousins Keith and Nolven Absalon as well as injury to Nolven’s son Crisbin Daniel.

The victims died in a bomb blast early Sunday morning in what Valbuena said was the result of errors in a military action mounted by an NPA unit in Barangay Anas in the said city.

The victims were reportedly cycling when hit by the explosion set off by NPA members.

Keith was 21 while Nolven was 40 years old.

“The entire Communist Party of the Philippines (CPP) and New People’s Army (NPA) express their deep remorse over the untimely and unnecessary deaths of cousins Keith and Nolven Absalon and injury to others,” Valbuena said.

“The entire CPP and NPA take full responsibility for the tragedy. There is no justification for the aggravation this has caused the Absalon family,” he added.

Keith was University Athletics Association of the Philippines Season 78 juniors football most valuable player and a member of the Far Eastern University seniors football team. He also played for the Malaya Football Club and the Philippine under-19 football team in 2018.

“Our hearts are broken as we bid farewell to a brilliant player of #MalayaFC and FEU men’s football team,” Malaya FC said in a tweet on the loss of one of its players.   

Valbuena said the CPP hopes the Absalon family, relatives and friends as well as the entire people can accept their “profoundest apologies and self-criticism.”

He added that they are willing to extend any appropriate form of indemnification to the family.

Valbuena said the incident should not have happened as the NPA is always reminded to give the highest priority to the protection of civilian lives and property.

“The lessons that will be drawn should guide the NPA to avoid such unfortunate incidents in the future and strengthen its resolve to serve and defend the people,” Valbuena said.

The NPA and the CPP are known to admit offensive actions they undertake against government military and police forces.

The Commission on Human Rights earlier condemned the death of the Absalons as it announced an ongoing investigation on the incident. # (Raymund B. Villanueva)

Philippine Army soldiers kill journalist in Masbate

MANILA — A journalist was shot and killed by government soldiers in Milagros, Masbate, last Saturday, November 14.

Ronnie Villamor, 50, a stringer for local tabloid Dos Kantos Balita was killed by troops led by a certain 2nd Lieutenant Maydim Jomadil after covering an aborted survey of a disputed property.

Villamor was also a pastor of the Life in Christ Church.

A spot report on the incident by Milagros police chief Major Aldrin Rosales quoted army troops as saying they were investigating the presence of five armed men in Barangat Matanglad who fled at their approach.

The army and the police said Villamor was a New People’s Army (NPA) member who allegedly drew a firearm when ordered to stop his motorcycle at a Scout Platoon-2nd Infantry Battalion Philippine Army checkpoint.

The victim’s colleagues however disputed the soldiers’ version of the incident, saying there was no encounter between the government soldiers and the NPA.

Masbate Tri-Media President Dadong Briones Sr. told Dos Kantos Balita the victim just came from a coverage of an aborted survey of a piece of land being disputed by certain Dimen family and businessman Randy Favis.

Favis’s goons reportedly prevented the survey from proceeding, prompting the surveyors to return to mainland Bicol and the victim to proceed to his brother Arthur’s house at Barangay Bonbon.

Dos Kantos Balita reported that witnesses saw army troopers flagging down the victim and, after being identified by Favis’s men Johnrey Floresta and Eric Desilva, shot Villamor dead.

In a statement, the Masbate chapter of the National Union of Journalists of the Philippines (NUJP) condemned the killing of their colleague and demands a thorough investigation of the incident.

“The killing of our colleague…at the hands of government soldiers sends a chilling message to us journalists not only here in Masbate but all throughout the country,” the victims’ colleagues said.

Villamor is the fourth journalist murdered in Masbate after Joaquin Briones (March 13, 2017), Antonio Castillo (June 12, 2009), and Nelson Nedura (December 2, 2003), the NUJP said.

“He (Villamor) is the 19th slain during the Duterte administration and the 191st since 1986. He was also the second killed this month, only four days after NUJP member Virgilio Maganes, who had survived an attempt on his life in 2016, was shot dead outside his home in Villasis town, Pangasinan,” the group added. # (Raymund B. NPA: 11 gov’t soldiers dead in Masbate ambush

The Jose Rapsing Command of the New People’s Army (NPA) claimed 11 government soldiers were killed in the ambush it conducted Friday, August 3, at Sitio Manga, Barangay Mactan, Cawayan town in Masbate Province.

In a statement, Luz del Mar, spokesperson of the rebel army command, confirmed an earlier Philippine National Police report that three were killed on the spot but said eight more died at a hospital in Masbate City.

Three more state troopers were injured, she said, adding NPA guerrillas recovered two assault rifles and ammunition as well as documents containing valuable information from the combined Philippine Army (PA) and Civilian Auxiliary Force Geographical Unit (CAFGU) troopers.

“The fire fight lasted for 20 minutes and ended when the surviving government soldiers fled, leaving behind their dead and injured comrades,” del Mar said in Filipino.

Last Friday, the Masbate Provincial Police Office reported that soldiers of the Philippine Army detachment based in Barangay Del Carmen in Uson town were conducting combat patrol operations when they encountered NPA fighters in the area.

Del Mar said that their successful ambush was in defense of civilians who suffer human rights violations by soldiers of the PA’s 2nd Infantry Division and the 22nd CAFGU Battalion operating in the area.

She cited the case of of the four motorcycle drivers massacred on August 3, 2015 as among the atrocities allegedly committed by government soldiers in the area.# (Raymund B. Villanueva)

 

3 CAFGUs die in Masbate encounter

Three government troopers under the 2nd Infantry Battalion of the Philippine Army were killed in an encounter in Masbate Province Friday morning, a spot report from the Philippine National Police said.

The soldiers figured in a fire fight with suspected members of the New People’s Army at Barangay Mactan, Cawayan town at about 8:30 in the morning that resulted in the deaths of three Civilian Armed Force Geographical Unit auxiliary troopers, the police added.

The Masbate Provincial Police Office (MASPPO) said that soldiers of the Philippine Army detachment based in Barangay Del Carmen in Uson town were conducting combat patrol operations when they encountered NPA fighters in the area.

The MASPPO did not reveal the names of the casualties.

The PNP said they have yet to determine if the NPA also suffered casualties.

The Romulo Jallores Command of the NPA in the Bicol Region has yet to issue a statement on the incident. # (Raymund B. Villanueva)
